🚨 The Bitcoin Reserve Bill just passed—yet the odds of it becoming law have collapsed
Read that again.
The U.S. House Financial Services Committee passed the “U.S. Reserve Modernization Act” (H.R. 8957) by a vote of 28–21. On the surface, this is the most bullish structural news of the year:
🔹 Establish a strategic Bitcoin reserve within the Treasury + a separate digital asset reserve custodian
🔹 BTC held federally would be custodyed by the Treasury, with a 20-year lockup
🔹 A five-year goal to accumulate 1,000,000 BTC, and it’s budget-neutral
🔹 Quarterly reserve attestations + independent third-party audits
🔹 Clearly protects citizens’ rights to self-custody private keys
The U.S. government currently holds about 324,527 BTC, worth roughly $24.7 billion. This bill aims to turn it from “spare change” into a real national reserve asset.
So why are smart money bets shorting this narrative?
Because the probability given by prediction markets for “becoming law before 2027” has plunged from 60% in December last year to about 6%.
Three reasons:
1️⃣ CLARITY—The committee’s procedural vote just failed 49–50, far from the 60-vote threshold. Even structural bills can’t get through the Senate—reserve bills are even harder.
2️⃣ Midterm elections are consuming the Congress calendar.
3️⃣ The Treasury, the Department of Commerce, and the Department of Justice are still fighting over actual control of the reserves; the DOJ’s Office of Legal Counsel is mediating.
Plus—there still isn’t a date scheduled for the full House floor vote yet.
💡 The real takeaway: Committee passage is just a headline, not a policy. The market has learned to distinguish the two—which is also why BTC slid this week from 79,000 to about 75,700, rather than rocketing simply because “the government wants to buy 1,000,000 BTC.”
The bullish case isn’t that it can pass—it’s that the politically acceptable ceiling is steadily being raised. Two years ago, a sovereign-level 20-year BTC lockup was a joke; today, it’s already a formal bill number with bipartisan co-sponsorship.
