's Fix For Slow Data... Is An Empty Ledger

Stellar Protocol 28 introduces a strange consensus change: validators may vote to close an empty ledger rather than wait for missing transaction data. CAP-83 adds an empty transaction set value, allowing Stellar
consensus to move forward when a transaction set is delayed, unavailable or invalid. The goal is not to make the network faster instantly, but to prevent consensus from stalling on data that may never arrive.

The key detail is that parallel transaction set downloading ships disabled by default, so performance improvements arrive gradually as validator operators enable it.
