Stellar’s Protocol 28, known as “Adapter,” is focused on making Soroban smart contracts easier to upgrade, maintain, and migrate.
🔹 CAP-85 — Easier Contract Upgrades
Developers deploying multiple copies of the same contract can use a shared executable reference. Updating that reference can move participating contracts to new code through a single atomic operation — useful for upgrades and security fixes.
🔹 CAP-86 — Flexible Data Migration
Sparse-map host functions make it easier to handle missing or additional fields, giving developers more flexibility when changing contract data structures and migrating stored data.
🔹 CAP-83 — Consensus Improvements
The upgrade also improves how validators handle transaction sets, allowing consensus progress without always waiting for a complete set and adding handling for late or invalid sets.

Protocol 28 is primarily an infrastructure and developer-focused upgrade, not simply a transaction-speed update. Stellar says performance improvements related to parallel transaction-set downloading will be introduced gradually.
