Trump says more than 20 million eligible seniors will receive a one-time $90 Medicare payment in early October. The White House says the money will come from the Medicare Improvement Fund.
But the bigger headline for markets is the $5,000 “Trump Dividend.”
Trump has proposed giving $5,000 to every adult U.S. citizen if Republicans win control of Congress in the midterms. That proposal is far from being a guaranteed payment and would require a funding and legislative path.
From a market perspective, this is where it gets interesting.
More direct cash in the economy can support consumer spending, but a huge fiscal expansion can also raise questions around inflation, Treasury yields and the dollar.
And when the dollar, yields and liquidity start moving, crypto usually pays attention.
For me, the real question isn’t simply “Will people get $5,000?”
It’s where would that money come from, and what would it do to liquidity?
That could matter much more for Bitcoin and the broader crypto market.

ESMA’s latest proposal could create a bigger issue for EU crypto users than just restricting trading.
The proposal would extend restrictions on non-compliant stablecoins to custody and transfers, meaning some users could potentially lose access to licensed crypto services even if they are no longer actively trading.
What stands out to me is that this is still only a proposal, not a final law. There is also no implementation date or clear withdrawal exception yet.
The important question is what happens to customer assets if a regulated provider can no longer custody or transfer a particular stablecoin.
This doesn’t mean personal ownership is being banned, and it doesn’t automatically force holders to convert their tokens.
For me, the real issue is regulatory access: holding an asset and being able to use it through a licensed platform could become two very different things.
That distinction matters a lot for anyone holding stablecoins in Europe.
The U.S. Justice Department has decided not to reopen the criminal investigation into former Fed Chair Jerome Powell over cost overruns linked to the Federal Reserve’s building renovation project.
The Fed’s Inspector General found no evidence of criminal wrongdoing, although it did point to weaknesses in how the project was managed.
For markets, the bigger point is that another source of uncertainty around Powell is now off the table — at least for now.
The DOJ said it could still take action if a future independent review uncovers evidence of criminal wrongdoing.

That does not mean the court has finally decided who owns the Bitcoin.
If the government ultimately wins forfeiture, eligible victims may still pursue DOJ remission for documented losses. But that is a separate process, and recovery is not guaranteed.

Even if borrowers continue making payments, a broader market decline could put pressure on both collateral and the assets backing the funding.
The proposed 6%–8% loan rates also aren’t guaranteed profit. If funding costs rise faster than loan rates can be repriced, the interest spread could get squeezed.
According to the proposal details, repricing may require around 90 days’ notice, which creates another layer of rate risk.
For me, the interesting part isn’t simply whether borrowers default. It’s whether the structure can maintain a healthy spread through a volatile crypto cycle.
Approval and actual drawdowns have not been reported yet.
