#BinanceToResumePhaseOneOfWithdrawals 🚨 BINANCE TARGETS PHASED WITHDRAWAL REOPENING AS FBI NAMES NORTH KOREA-LINKED HACKERS
November 1, 2026.
Binance has reached another major recovery milestone following the October 29 security incident.
In its fourth official recovery update, Binance said approximately 95% of the affected assets have now been covered, up from 90% in its previous update.
The exchange says the financial impact will be absorbed by Binance, not its users.
KEY RECOVERY DETAILS:
• Approximately 95% of the impacted amount covered.
• BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC are reported 100% backed.
• The remaining 5% consists of less-liquid assets.
• Deposits remain operational.
WITHDRAWAL REOPENING
Binance scheduled phase one of withdrawal restoration for November 1 between 06:00 and 09:00 UTC.
The first phase includes BTC, ETH, BNB, TRX, SOL, XRP, ZEC, DOGE, TON, POL, AVAX, ARB, BASE, OP and SUI.
The rollout is progressive. Users may experience delays or temporary failures while individual networks complete their security checks.
At 06:59 UTC, the announced reopening window was still in progress. Full restoration was not yet confirmed.
THE FBI ATTRIBUTION
On October 31, the FBI formally attributed the theft of more than $6 billion to North Korea’s TraderTraitor cyber unit.
Investigators observed the stolen assets being converted primarily into ETH and warned about further laundering through DeFi and instant-swap services.
The next milestones are successful withdrawal restoration, the remaining asset replenishment and Binance’s post-incident technical report.
