According to CoinNess, chairman of the Pakistan Virtual Assets Regulatory Authority (PVARA), Bilal Bin Saqib made the statement at the Bitcoin Asia 2026 conference in Hong Kong, that Pakistan is building a strategic Bitcoin reserve. He said they are preparing for the future and that other countries are recognizing Bitcoin ($BTC ) as a strategic asset. It will be initially funded with seized digital assets already in state custody and backed by 2,000 MW of surplus electricity allocated for Bitcoin Mining. The country aims to avoid falling behind in technological revolutions, as it did in the past.
Pakistan's Finance Secretart has noted that there is no formal legal framework currently exist yet for a national Bitcoin reserve, meaning the project currently sits in a regulatory gray zone.
Since the creation of the U.S Strategic Bitcoin Reserve by executive order in 2025, many countries and financial institutions are increasingly recognizing Bitcoin ($BTC ) as a scarce, strategic asset, rather than just a speculative investment.

PAKISTAN SETS SEPTEMBER 5 DEADLINE FOR CRYPTO FIRMS
Pakistan has set September 5, 2026 as the deadline for crypto companies serving the domestic market to apply for a No-Objection Certificate (NOC) from PVARA. Firms that fail to submit applications by the deadline may be deemed to be operating illegally.
The requirement applies to businesses that had been providing digital-asset services in Pakistan on or before March 5, 2026. After receiving an NOC, companies must register with the Financial Monitoring Unit, establish a legal entity in Pakistan and then proceed with a full VASP license application.
The new licensing framework covers exchanges, custody, brokerage, lending, derivatives, asset management and other digital-asset services.
In return, licensed businesses could gain access to the formal banking system. The State Bank of Pakistan has allowed financial institutions to open accounts for VASPs licensed by PVARA.

Pakistan has set September 5, 2026 as the deadline for crypto companies serving the domestic market to apply for a No-Objection Certificate (NOC) from PVARA. Firms that fail to submit applications by the deadline may be deemed to be operating illegally.
The requirement applies to businesses that had been providing digital-asset services in Pakistan on or before March 5, 2026. After receiving an NOC, companies must register with the Financial Monitoring Unit, establish a legal entity in Pakistan and then proceed with a full VASP license application.
The new licensing framework covers exchanges, custody, brokerage, lending, derivatives, asset management and other digital-asset services.
In return, licensed businesses could gain access to the formal banking system. The State Bank of Pakistan has allowed financial institutions to open accounts for VASPs licensed by PVARA.
