ECF Community Governance Weekly Report
Period: August 24, 2026 — August 30, 2026
I. Weekly Governance Summary
This week, the focus was on advancing voter authentication, publishing the 《Network Voter Charter》, and preparing the REX/V on-chain voting方案. To date, 92 active token-holding voters have completed authentication. No on-chain voting was initiated this week. The community continues to deliberate the charter draft and related issues; after feedback is collected, on-chain voting will be launched. Meanwhile, BP participated in community governance discussions as a non-voter and completed a poll of voter opinions; the results are pending publication.
II. Deliberation on the 《Network Voter Charter》
The complete draft charter has entered the public research phase. The community has defined the core governance rules:
1. Compliant voters are entitled to full governance rights, including voting, proposing, running for office, supervising and questioning, recall/removal, and lodging objections/appeals;
2. Prohibited are fraudulent acts such as vote-buying and bribery for votes;
3. Voters do not participate in daily operations. They only take part in major decisions such as custody/treasury large-amount disposal, agreement and token model adjustments, charter amendments, and appointments/removals for key positions;
4. Charter version 1.0 is intended to be practically implementable, and will be iterated and improved based on governance practice.
There were no formal governance resolutions this week; the draft continues to be publicly posted and optimized.
III. Progress on REX/V Voting and Voter Authentication
This week, the community refined the REX/V on-chain voting process, qualification verification, and the linkage mechanism for proposal voting. Key progress:
1. The development of the token-balance verification robot has been completed, enabling automated qualification checks;
2. A total of 92 active token-holding voters have completed official authentication;
3. The connections among voter authentication, VIP permissions, and the on-chain voting process have been completed;
4. The charter and the first batch of community governance voting items have been prepared.
At this stage, on-chain voting has not yet started. It will be implemented after the charter research is concluded.
IV. Governance of Network Funds
This week focused on discussions regarding the recipient entities of network funds, and the management and allocation mechanisms. The goal is to build a public, transparent, and supervisable system grounded in multi-party consensus. This week, there were no decisions to transfer or allocate funds; the related mechanisms will be confirmed in subsequent governance.
V. Work Plan for Next Week
1. Iterate and optimize the REX/V on-chain voting方案 and supporting technical workflows;
2. Continue carrying out voter authentication and token-balance verification;
3. Compile feedback on the charter, finalize the version eligible for voting;
4. Launch the community’s first batch of on-chain governance voting;
5. Deepen special discussions on network fund management and allocation mechanisms.
