Security Incident | Recovery Update #4: Withdrawals Resume in Phases (2026-11-01)Fellow Binancians, Binance is preparing to resume phase one of withdrawals on 2026-11-01 between 06:00 and 09:00 (UTC). Since the incident, our teams have taken precautionary measures to safeguard the platform, conducted security assessments, and worked to verify the readiness of affected services. We aim to restore withdrawals progressively as we complete security and readiness checks. Deposit services remain open and are not affected by the incident. We understand the concern and disruption the suspension has caused. Restoring access to your funds is a priority, and we are taking a controlled approach to do so safely. We will continue to monitor closely as services return in phases. As we have said throughout this incident: user funds remain safe. Binance will absorb the financial impact of the stolen funds, not our users. Withdrawal Services Resuming in Phases The rollout will be in phases. Phase one will include the following networks and assets which are available for withdrawals progressively. We will share updates via our official X channel. NetworkAsset(s)BTCBTCETHETH, USDT, USDCBSCBNB, USDT, USDCTRXTRX, USDTSOLSOL, USDT, USDCXRPXRPZECZECDOGEDOGETONUSDT, GRAMMATIC (Polygon)POL, USDT, USDCAVAXCAVAX, USDT, USDCARBITRUMETH, USDT, USDC, ARBBASEETH, USDCOP (Optimism)ETH, USDT, USDCSUISUI We are taking a phased approach by prioritizing tokens based on the past week data of user demand, so that each network and asset pair can be restored carefully, with stability and security checks completed before access is reopened. These listed networks and assets above will become available when this first phase of withdrawals resumes, and additional networks and assets will be added once they are ready. Please check the withdrawal page for your selected asset and network, or visit our network status page, to confirm availability. During the initial rollout, users may experience temporary delays or longer processing times due to traffic volume. If a withdrawal for a network or tokens listed above doesn’t go through, you can try again after a short while. This is expected during a phased rollout. We will continue to monitor network and platform performance closely. Why Withdrawals Were Temporarily Paused at the Earlier Stages of the Security Incident Withdrawals were temporarily suspended as a precaution while our teams worked to contain the incident loss, assess its impact, restore affected services, and complete security checks. We did not take this decision lightly. We understand how important reliable access to withdrawals is for our users. However, our priority was to protect users, safeguard the platform, and complete the necessary security checks before restoring services. During this period, our teams have: Conducting enhanced security reviews of affected services;Assessing withdrawal infrastructure and verifying its operational readiness;Working with law enforcement and industry partners to trace and recover stolen funds;Replenishing affected assets using company resources;Monitoring for residual risks. Our recovery commitment remains unchanged. As shared in our previous update, Binance had already covered approximately 90% of the impacted amount, up from approximately 80% in the prior update. All BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD, and ZEC balances are fully backed 100%. You can verify our proof of reserves snapshot on the PoR website. We continue purchasing the remaining affected assets through market and OTC channels. Binance has now covered approximately 95% of the impacted amount, up from 90% in our prior update. The outstanding 5% are tokens outside the top ten listed above, and are less liquid in the market and take longer time to source at the required scale. To Our Users, Partners, and the Broader Industry We recognize how difficult this period has been for our users and the broader Binance community. Thank you for your patience, understanding, and continued trust as our teams worked through this incident with the seriousness it required. We also thank our industry partners for acting quickly to help freeze assets and trace stolen funds. We will continue working closely with them and with law enforcement to support recovery efforts and hold those responsible accountable. Once the investigation is complete, we will publish a post-incident report with further details on the incident. Resuming withdrawals is a major milestone, but our work continues. We will continue strengthening our safeguards, completing the recovery process, and providing updates as progress continues. Our commitment remains unchanged: Binance will bear the financial impact of the stolen funds. These losses will not be passed on to users. Thank you for being part of the Binance community. Thank you for your support! Binance Team 2026-11-01

Binance Replenishes 90% of Stolen Funds After Record $6.3 Billion Hack as Market StabilizesNovember 1, 2026 The world’s largest cryptocurrency exchange, Binance, announced on Saturday that it has replenished 90% of the assets stolen in a massive security breach that took place on October 29. The incident, which saw approximately $6.3 billion in digital assets drained from the exchange’s hot wallets, is being described as the largest crypto heist in history. According to Binance, the attack involved unauthorized withdrawals across multiple blockchains. Blockchain analytics firms, including TRM Labs, have linked the operation with high confidence to the North Korean hacking group known as TraderTraitor. Roughly $3 billion of the stolen funds have already been frozen on-chain with the help of industry partners and law enforcement. In a statement, Binance co-CEO Richard Teng confirmed that the exchange is covering all losses using a combination of its corporate treasury, a portion of its Secure Asset Fund for Users (SAFU), and its futures insurance fund. “We’ve now replenished 90% of the stolen assets, and we’re committed to covering the remaining 10%. Our users will not bear the financial impact of this incident,” Teng said. The remaining 10% consists mainly of less liquid tokens, which the exchange is still acquiring through open-market and over-the-counter purchases. Binance has also published an updated proof-of-reserves snapshot showing that major assets including Bitcoin, Ethereum, USDT, BNB, Solana, USDC, and XRP are now fully backed. Withdrawals, which were temporarily paused after the breach, are expected to resume in a phased manner starting Sunday, November 1, subject to final security checks. A more detailed cryptographic proof of reserves is scheduled for release on Monday, November 2. The hack triggered significant market turbulence. Bitcoin fell sharply in the hours following the announcement, briefly trading near six-week lows around the $77,000 level. Ethereum and other major altcoins also declined. Liquidations across major derivatives platforms exceeded $1.5 billion in the immediate aftermath, with the majority of forced closures coming from long positions. By November 1, the market had shown signs of stabilization. Bitcoin was trading in the $77,500–$77,800 range, while Ethereum hovered near $2,250–$2,270. The total cryptocurrency market capitalization stood at approximately $2.58–$2.63 trillion. Sentiment remains cautious, with the Crypto Fear & Greed Index lingering in the “Fear” zone around 30–34. Industry observers note that while Binance’s swift commitment to cover customer losses has helped limit further panic, the scale of the breach has once again raised questions about the security of centralized exchanges and the ongoing threat posed by sophisticated state-linked hacking groups. Binance has stated that a full technical post-mortem will be released once the investigation allows, without compromising recovery efforts. For now, the exchange’s focus remains on restoring full services and rebuilding user confidence.#BinanceHadAlreadyCovered$6BofHackLoss #BinanceToResumePhaseOneOfWithdrawals

Binance emphasized that the availability of each asset will be progressively restored once security checks and operational readiness are complete. 2. How Far Along Is the Recovery Process? In its latest update, Binance stated that it has covered approximately 95% of the value of the affected assets. Furthermore, balances in BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD, and ZEC are said to have 100% reserve backing. The remaining 5% consists of tokens outside these ten assets that have lower liquidity and take longer to acquire. 3. What is the Impact on the Market? There are three things to note: - BTC: The restoration of withdrawals could alleviate concerns regarding asset access on the exchange. - BNB: sentiment towards the Binance ecosystem will depend heavily on the success of operational restoration. - USDT & USDC: The smoothness of stablecoin withdrawals is an important indicator for monitoring user confidence. However, the reopening of withdrawals does not automatically mean that all security risks have been resolved. The Bigger Question Binance has achieved significant recovery, but the next test will be the transparency and reliability of its post-incident systems. Will the restoration of backups and the gradual reopening of withdrawals be enough to restore user confidence? The market needs not only assurance that assets are available, but also proof that its security systems are capable of preventing similar incidents from recurring. #binancetoresumephaseoneofwithdrawals 🚨 BINANCE WITHDRAWALS ARE COMING BACK… BUT THE BIGGEST NEWS IS THAT 95% OF THE LOSSES ARE NOW COVERED! 👀 After days of uncertainty, Binance has announced a major recovery milestone. 🔥 What's happening on November 1? Binance plans to begin Phase 1 of withdrawal services between 06:00 and 09:00 UTC. And there's more: ✅ Around 95% of the impacted amount has now been covered by Binance. ✅ Binance says user funds remain safe and it will absorb the financial impact of the stolen assets. ✅ Deposits remain open. 📊 Which crypto assets are included in Phase 1? $BTC | $ETH | $BNB | SOL | XRP | ZEC | DOGE | TRX | TON | POL | AVAX | ARB | SUI Stablecoins and additional assets include USDT, USDC, GRAM, USD1 and RLUSD across supported networks. ⚠️ Important: Withdrawals will reopen progressively, not all at once. Temporary delays are possible, so check the withdrawal page before making a transaction. 💭 My take: Recovering 95% is a major milestone, but the real test is whether Binance can restore services smoothly and rebuild user confidence. 👇 Now I want to hear from the community: Is this a strong recovery for Binance, or will this incident change how people trust centralized exchanges? We understand how important withdrawals and user security are, so this was not an easy decision. Binance's priority has always been to protect users and make sure everything is safe before restoring services. The team has been working hard on security checks, reviewing withdrawal systems, tracking stolen funds with law enforcement and industry partners, and covering the affected assets using company resources. The good news is that Binance has now covered approximately 95% of the impacted amount, compared to 90% in the previous update. The remaining 5% consists of less liquid tokens that require more time to recover or purchase. All major listed assets, including $BTC , $ETH , $USDT ,BNB, SOL, USDC, XRP, USD1, RLUSD, and ZEC, remain 100% backed. I believe protecting users and rebuilding trust should always come first. These situations are never easy, but transparency, security, and responsibility are what really matter. Thank you to everyone who stayed patient and continued supporting the Binance community. Let's keep moving forward together. Stay safe and trade responsibly. THANK YOU. 2026/11/1 {spot}(BTCUSDT) {spot}(ETHUSDT) {spot}(BNBUSDT) #BinanceToResumePhaseOneOfWithdrawals #BinanceSAFUFundTransferCompleted7499BTC
