Only 2 banks in the world hold a Hong Kong stablecoin licence -- and Standard Chartered just became the first to actually distribute one.
The news: Standard Chartered Bank (Hong Kong) announced Aug 24 it's distributing HKDAP, a HKD-pegged stablecoin live on Ethereum Mainnet since Aug 12, to eligible institutional clients for fund subscriptions, settlements, and cross-border payments. HKDAP is issued by Anchorpoint Financial (a JV between Standard Chartered, HKT, and Animoca Brands), one of only two firms the Hong Kong Monetary Authority granted a stablecoin issuer licence under its new Stablecoins Ordinance -- the other went to HSBC, whose own stablecoin hasn't launched yet.
The catch: this is institutional-only beta with zero disclosed circulation, user, or transaction data -- real usage is completely unproven. Retail access isn't planned until "late 2026," so today's addressable market is a handful of institutional distributors. HKDAP still has to prove it can pull volume away from USDT and USDC, which dominate real stablecoin settlement even in Asia. And this is a first mover in a two-horse regulated race, not evidence of a broader banking stampede into stablecoins.
Our read: a real regulatory first, but the actual test is whether transaction volume shows up once beta expands. Does Anchorpoint disclose circulation numbers next quarter, or does this stay a pilot?
