Layer 2s delivered on fees. The next battle is over who controls the sequencer.
Right now, most major L2s run a single sequencer — one entity that orders transactions, captures MEV, and decides what gets included. That entity is usually the founding team. Technically decentralized by consensus. Practically centralized by operation.
This matters more than most realize:
• A centralized sequencer is a single point of censorship. One legal letter can front-run, delay, or exclude transactions at will.
• MEV revenue flows entirely to the operator rather than back to stakers, users, or the protocol treasury.
• Downtime at the sequencer halts the entire chain — no fallback, no alternative.
The fix is in progress. Shared sequencer networks, PoS-based sequencer rotation, and decentralized block building are all being worked on. $ETH -based rollups are moving toward this, and $BNB Chain's opBNB roadmap includes sequencer diversification. $SOL's monolithic design sidesteps the L2 sequencer problem entirely — one valid trade-off.
The practical test: if a government subpoena to one company can freeze a chain, that chain is not decentralized enough for institutional settlement.
Decentralized sequencing is unglamorous infrastructure work. But whoever gets there first owns the credible-neutrality narrative that serious capital actually cares about.
