Stablecoins 24/7: The FSB explains where tensions may emerge

The Financial Stability Board (FSB) published a note on global stablecoins and cross-border risks on October 12, 2026. It summarizes ongoing work, building on its 2023 recommendations and 2025 review. The document is non-binding.

The central point: tokens can circulate and be traded 24 hours a day, but reserve management and redemptions depend on operating hours and settlement mechanisms. If redemption requests exceed the capacity to respond, the peg may come under pressure.

The FSB explains that a large-scale withdrawal could force the sale of reserves or the withdrawal of bank deposits, transmitting stress to other markets. It also recognizes that a liquid secondary market can facilitate the arbitrage that helps stabilize the price.

The international dimension makes monitoring more complicated: reserves, intermediaries, and holders may be located in different jurisdictions. The note proposes improving metrics, sharing information among authorities, and studying preparedness for difficulties. The quality of reserves and their availability remain relevant.

Market snapshot: at 10:52 UTC on October 12, Binance Spot showed USDC at 1.00088 USDT and FDUSD at 0.9986 USDT. These are relative prices between tokens; on their own, they do not demonstrate solvency or guarantee redemption for one dollar. The report analyzes general risks without diagnosing a crisis in these assets.
