After the debate, protesters were confronted by riot police guarding the Congress, who used fire hoses and tear gas to clear the crowd.
Traditional fishermen protested in the Senate, saying the original bill passed by the House could better address their quota needs.
The bill aims to restore fishing quotas and set legal catch limits for commercial and artisanal fisheries in various regions.
The Senate will continue its discussions on March 26 with hearings from representatives of the fishing industry at the territorial and industry levels, according to an official statement.
