This exemption is a temporary, conditional measure with a 5-year validity periodโ€”itโ€™s not permanent market-structure legislation.

This also lines up with Houganโ€™s core point: regulators can already push certain crypto innovations, but thereโ€™s still a big difference between these policy tools and laws passed by Congress. Policies can be adjusted, while legislation enacted by Congress tends to have stronger long-term stability.
