A federal judge has partially granted Kalshi’s request for a preliminary injunction, temporarily blocking Illinois from enforcing its sports-wagering licensing requirements and related criminal penalties against Kalshi’s sports event contracts. The ruling found that the contracts are likely covered by federal commodities law and that the state requirements may be preempted.
The court has not resolved every issue, however. Illinois’ fees and certain other charges remain under review, meaning the broader legal fight over whether states can regulate prediction-market sports contracts is still ongoing.
