Binance News Update | Yi He: Binance’s Own Crypto Holdings Match Most of the $6.3 Billion in Affected Tokens; Withdrawals Expected Within 42 Hours
Binance CEO Yi He said on Friday, October 30, that the exchange’s own crypto holdings already match most of the tokens affected by its security incident, so only a small portion needs to be bought through on-exchange and off-exchange channels. The incident involved about $6.3 billion in assets, she said, and about $3 billion has been frozen with help from industry partners. Binance will use its own funds to match the affected assets in full. Most Affected Tokens Already CoveredYi He explained that Binance’s daily revenue and assets are held mostly in crypto, matching the majority of the tokens taken. That means Binance does not need to put the full $6 billion-plus into the market to buy new tokens. The exchange said earlier that $5 billion of its $6.34 billion reserve is already held in the exact tokens affected. Yi He thanked industry partners for their help in freezing assets.Withdrawals to Resume Within 42 HoursWithdrawals, paused for nearly a day to protect remaining assets, are expected to resume within the next 42 hours, Yi He said. The team is rebuilding the security environment and wallet settings and conducting security reviews. Withdrawals will reopen only once the environment is confirmed secure and user assets are protected.Proof of Reserves Update ComingBinance will update its Proof of Reserves in the coming days so users can verify their assets, Yi He said.Investigation and Next StepsThe security and technology team’s review so far shows the incident was a complex, multi-faceted attack, Yi He said, and Binance will proceed with extra caution. The exchange plans to publish a detailed technical security audit report and invite industry participants to help build shared security standards. Yi He said Binance will not stop pursuing the attackers, and will work with law enforcement worldwide to investigate the attack team and trace the stolen funds, while increasing its investment in security.
Binance News Update | Richard Teng: Binance Will Cover All Hacked Losses With Company Funds, $6.34 Billion Reserved and $5 Billion Already Held in the Affected Tokens
Binance CEO Richard Teng said the exchange will cover all losses from its security incident with company funds, having reserved more than $6.34 billion, $5 billion of which is already held in the exact tokens affected, including USDC, USDT, BTC, ETH and BNB. In a video message to users posted on X on Friday, October 30, Teng said customer funds were not affected, and shared new details about how the attack was carried out.“I want to be clear: we are committed to covering all hacked losses through our company funds,” Teng said. “Your assets are safe.”Built for the Long TermTeng said Binance can absorb a loss of this size immediately because of how it manages its own earnings. “Binance has always been built for the long term,” he said. “Most of what we earn from day-to-day operations is held in crypto assets. We have kept a lot of them in the company, and reinvested them — into the business, and into security. Because we believe in crypto, and in the long-term value of this industry.”That is why most of the affected tokens are already covered, Teng said. Binance is buying the remaining amount through market and OTC channels, and “the good news is that we are recovering stolen assets for users.”Customer Funds Were Not AffectedTeng addressed the question many users have been asking: how Binance can show their assets were not affected. “We never use any customer funds, so they are not impacted,” he said. “What was affected in this incident was Binance’s own hot wallet.”Under Binance’s security setup, most user assets are held in cold wallets and moved to a hot wallet only when a user makes a withdrawal. Teng encouraged concerned users to check their account balances and contact customer service with any questions. How the Attack Was Carried OutTeng said the attack was complex and not carried out by one person. Binance’s first findings pointed to a compromised laptop, and further investigation has uncovered additional points of breach. The attackers used EIP-7702, an Ethereum standard that lets a wallet delegate its execution to smart-contract code, to obtain on-chain execution approval over a Binance hot wallet. “That delegation did not pass through our normal approval controls,” Teng said. “That’s why we need to pause the withdrawal service to investigate, rebuild and retest the entire infrastructure system.”The attackers also used a self-destruct mechanism that “destroyed tooling and traces as they went,” he said, making the investigation harder. Binance is working with law enforcement, blockchain intelligence firms, token issuers and other exchanges to trace and recover the stolen funds, and about $3 billion has already been frozen with partners’ help. “We will do everything within our power to ensure that these bad actors will be held accountable,” Teng said.Withdrawals Expected Before SundayBinance is rebuilding its withdrawal service and will not switch it back on until it passes rigorous testing. “We are very hopeful that users will be able to withdraw prior to our Sunday deadline, which is on track to be within 40 hours,” Teng said.At the same time, Binance is running a full security review across the company, covering “endpoints, cloud, key management, signing. Everything.”Proof of Reserves by MondayOnce the remaining token purchases are complete, Binance will verify user assets through its Proof of Reserves. A full report is due by Monday, with an initial view possibly before then.Teng thanked industry partners, law enforcement and, “most of all,” users for their patience. “We will weather this storm,” he said. “Thank you for the support, and stay safe.”
Binance News Update | CZ Says Binance Incident Is the Largest in Dollar Terms but Far Smaller Than Mt. Gox in Bitcoin, and Users Are Fully Covered
Binance founder Changpeng Zhao (CZ) said the impact of an exchange hack should not be judged by its dollar size alone, arguing that the key question is whether the platform can cover the losses in full. In posts on X on Friday, October 30, he said the Binance incident is the largest in US dollar terms but not in bitcoin terms, and shared a comparison with the Mt. Gox hack.Binance vs. Mt. GoxAccording to CZ’s comparison, the Binance incident involved about $6.36 billion in mixed crypto assets, including about 18,270 BTC and 420,000 ETH. Mt. Gox lost 650,000 to 850,000 BTC between 2011 and 2014, worth $450 million to $500 million at the time but more than $50 billion at today’s prices.MetricBinance (Oct 2026)Mt. Gox’s loss equaled 5% to 7% of all bitcoin at the time. He also pointed to how many users were affected: at Mt. Gox, then the largest exchange, and at FTX, nearly all users and their assets were hit.The most important question, CZ said, is who bears the loss and whether the platform covers it in full. In Binance’s case, he said, the platform is the only victim. Binance has reserved more than $6.34 billion of company funds to cover all losses.CZ acknowledged the incident is “still a major disaster for the industry, Binance (and me).” “It hurts, but we survive,” he wrote. “Most importantly, we protect our users.”
Binance News Update | Binance Reserves $6.34 Billion to Cover Security Incident, With $5 Billion Already Held in the Affected Tokens and $3 Billion Frozen
Binance has reserved more than $6.34 billion of company funds to cover losses from its recent security incident and has begun restoring affected assets to users, the exchange said in an update. The reserve exceeds Binance’s earlier estimate of about $6.3 billion in affected assets, and does not count a further $3 billion already frozen with the help of industry partners.$5 Billion Already Held in the Affected TokensOf the reserve, $5 billion is already held in the exact token assets that were affected, Binance said. The exchange is buying the remaining roughly $1.34 billion through market and over-the-counter (OTC) channels, so that users are repaid in the same tokens they lost. Binance said this step may take longer, because some tokens have low liquidity and OTC trades take time to settle.$3 Billion Frozen and Recovery UnderwayBinance said about $3 billion has been frozen so far and it is working with law enforcement, token issuers, blockchain intelligence firms and industry partners to trace, freeze and recover more. Frozen and protected assets are not included in the reserve figures and remain subject to recovery and verification. The exchange said it will continue using company resources to cover any confirmed shortfall.Public Verification Through Proof of ReservesAll user funds will ultimately be verified publicly through Binance’s Proof of Reserves, the exchange said, adding that it will share further verified updates as recovery progresses. “We will weather this storm,” Binance said. “Thank you for the support.”
Polymarket and Other Prediction Markets May Face Strict Australian Regulation; ASIC Has Received No Applications
Australian Securities and Investments Commission Chair Sarah Court said at a parliamentary hearing that the regulator had received no applications from prediction market operators. According to Odaily, platforms such as Polymarket may face strict regulation in Australia, and applications for operating licenses would be closely reviewed. Court said prediction markets use trading mechanisms similar to binary options, which are prohibited in Australia: outcomes are all-or-nothing, and the underlying events often have no connection to investments or financial markets. Australian users can access overseas platforms directly, but are not protected by local financial regulation and may lack access to dispute resolution and safeguards for customer funds.

Starknet Says Post-Quantum Signature Migration Would Not Require a Hard Fork
Starknet says account abstraction allows accounts to change their signature verification logic in place, enabling a switch to post-quantum signatures without a hard fork. According to Odaily, the network said in a post on X that this change would not alter an account’s address, balance, or history and would not require protocol modifications. Starknet noted that, as an Ethereum Layer 2, its settlement, data publication, and bridge functions still rely on Ethereum and elliptic-curve cryptography. Researching an independent Layer 1 could allow Starknet to set its own cryptographic approach and migration schedule. The independent Layer 1 remains a research direction; STRK remains the native token, and Starknet has no current plan to issue a new token. Any decision to migrate to Layer 1 would require a binding governance vote.

StoneX and TD Cowen: Strategy’s Preferred-Stock Funding May Support More Bitcoin Purchases

According to Odaily, analysts at StoneX and TD Cowen maintained buy ratings on Strategy, with price targets of $435 and $260, respectively. At the end of the third quarter, Strategy held $5.07 billion in dollar-denominated assets, including $4.83 billion in cash, enough to cover about 3.2 to 3.4 years of preferred-stock dividends and debt interest. The company spent about $2 billion repurchasing STRC preferred shares, helping their price recover to near the $100 par value. Strategy’s Bitcoin holdings per share have nevertheless fallen 3.7% this year, as funds went toward cash reserves and preferred shares rather than additional Bitcoin. Holders of STRC, STRF, STRK, and STRD preferred shares approved daily dividend accruals, effective November 1 for STRC and January 1 next year for the other three classes. Management said the change is intended to reduce volatility, improve liquidity, and broaden demand. TD Cowen said broader distribution channels and improved liquidity could eventually make it more efficient for Strategy to issue “digital credit” products.

AI TRENDS | Musk and Zuckerberg Adopt U.S. President Donald Trump's “Superintelligence” Term as Other Tech CEOs Stick With AI
Elon Musk and Mark Zuckerberg used “superintelligence,” a term promoted by U.S. President Donald Trump, on earnings calls, while executives at Microsoft, Amazon and Alphabet continued to say “AI.” According to Sina Finance, Trump signed a directive on September 29 requiring U.S. executive-branch departments and agencies to use “superintelligence” instead of “artificial intelligence”; this week, he called on Truth Social for “AI” to be barred from all relevant documents and other materials. At last week’s earnings calls, Tesla and SpaceX adopted the term. Musk said at Tesla that some humanoid robots looked impressive but used neither advanced AI nor superintelligence; in early October, he had renamed the rocket company’s AI division SpaceXSI. At Meta’s October 21 earnings call, Zuckerberg emphasized the company’s goal of “providing personal superintelligence to everyone.” Meta had established its Superintelligence Labs the previous year. Amazon CEO Andy Jassy repeatedly used “AI,” Microsoft CEO Satya Nadella described AI as one of the company’s three key priorities, and Alphabet CEO Sundar Pichai said AI investment was driving usage and overall user growth. In other communications, Microsoft’s annual report to shareholders used “superintelligence” eight times. IBM CEO Arvind Krishna used both “SI” and “AI,” while Intel CEO Lip-Bu Tan said superintelligence was behind unprecedented demand amid chip supply constraints. Palo Alto Networks CEO Nikesh Arora called a White House meeting on superintelligence a milestone, and Nvidia CEO Jensen Huang praised the White House Superintelligence Accord.

Data analysis from Betting Intelligence and Polysights cited by CNBC showed that one account withdrew at least $2.7 million from 710 wallets that day. People familiar with the matter told CNBC that the incident stemmed from a breach of DebugBear, a website performance monitoring service, and that Polymarket referred it to UK law enforcement. Alch-Crypto Says Poisoned Hugging Face Repositories Secretly Install PRL Miners
Alch-crypto said malicious actors are using poisoned Hugging Face repositories to secretly install PRL mining software. According to ChainCatcher, 31 repositories posing as small Qwen2 models install a PRL miner when users load them with trust_remote_code enabled; the miner can disguise itself as a system process, and some versions include a backdoor that allows remote control of the machine. After the first batch of repositories was removed, the attackers reportedly relisted them under new accounts, where downloads have exceeded 32,000. The attackers’ first wallets received about 2,276 PRL and continued to receive funds after the repositories were taken down. Alch-crypto advised users not to enable trust_remote_code for models from unknown sources. It also recommended checking processes if GPU usage rises unusually and keeping mining devices separate from machines used to run AI.

Issuers retain control over owners, operators, pause permissions, rate limits, and per-transfer caps, and Circle cannot take control of those settings. CCTP for non-USDC tokens launched in September 2026 and supports Ethereum, Avalanche, OP Mainnet, Arbitrum, Base, Polygon PoS, and Arc, but not non-EVM chains such as Solana.
