But there is an important distinction. The 211 TPS record should not automatically be credited entirely to Protocol 28. Stellar says the upgrade strengthens consensus under delayed or invalid transaction sets, while broader performance gains will roll out as parallel transaction downloading is enabled.
The upgrade is also heavily focused on builders. CAP-85 enables externally managed contract executables, while CAP-86 adds sparse host functions that make contract-data migration more flexible.
