Beijing has directly stated that Visa’s authorization to establish a bank card clearing institution was a direct result of Xi state visit to the United States and the summit with Trump.
On October 15, 2026, the People’s Bank of China granted Visa an administrative license and gave the company one year to prepare before launching operations. Unlike American Express and Mastercard, which operate through joint ventures, Visa will function as a wholly foreign-owned company.
