Dusk treats it as a requirement for institutions that cannot expose sensitive data to competitors. Most chains celebrate transparency as a virtue. Dusk recognizes that transparency kills regulated finance because a public ledger reveals positions and flows that institutions are legally bound to protect. I find this approach far more practical than the standard crypto narrative. The real migration is not assets moving to blockchain. It is trust moving to cryptography while keeping the rules that made institutions trustworthy. Dusk does not ask finance to abandon compliance. It asks finance to enforce compliance through code. 6 月,外国投资者向美国金融市场合计净流入 1335 亿美元,但同期抛售了 290 亿美元短期国库券。
两组数据折射出同一个月内两股截然不同的资金流向:大部分流入资金涌向美股市场,但市场对美国政府债务的需求显著走弱。外国买家购入 1814 亿美元美国股票,却仅买入 68 亿美元长期国债;在短期债券端,他们减持了常被用作现金蓄水池的短期国库券。
这一资金分化现象,也解释了为何稳定币被纳入美国政府的债务应对策略。Tether、Circle 这类稳定币发行方,会将支撑代币价值的大部分储备资产配置在短期国库券及同类资产上。倘若海外买家持续减持国库券,规模不断壮大的稳定币赛道,或将成为另一股规模可观、潜力可与海外资金比肩的需求力量。6 月的数据显示该行业已经具备足够体量,但近期代币增发规模很小,并不足以解释此次 290 亿美元的抛售行为。
外国投资者更青睐股票,而非类现金债务
美国财政部国际资本报告,简称 TIC 报告,是记录美国与全球其他地区资金往来的月度报告。报告同时统计证券买卖与短期银行资金流动,因此表头总数据往往会掩盖底层截然不同的投资决策。
6 月海外投资者资金行为简表:

股票投资 1814 亿美元的数值之所以会高于整体 1335 亿美元的流入总额,是因为总数据是大量资金流入流出相互抵消后的结果。国库券抛售、以及银行资产负债表项下流出的 344 亿美元,抵消了一部分股票买入的资金;同时美国居民也通过购买境外证券向海外输出资本。
尽管统计逻辑较为复杂,但核心信息十分清晰:外国投资者仍在持续配置美国资产,尤其看好美国企业股权;但他们对政府债务的配置意愿低迷,还从短期债务品种中撤出资金。
短期国库券是美国政府发行的一年期及以内债务凭证。由于本金兑付快、市场流动性充足,国库券常被视作现金的近似替代品,各国央行、企业、货币基金以及稳定币发行商都愿意配置该资产。
海外机构持有的美国短期国债,从 5 月的约 1.43 万亿美元降至 6 月的 1.40 万亿美元。6 月减持规模约为 5 月持仓的 2%。这已经是连续第二个月减持:5 月外国投资者抛售 435 亿美元,6 月抛售 290 亿美元,两个月累计减持规模约 725 亿美元。
现有数据无法直接确定投资者抛售的背后动因,有可能是常规现金管理操作,也可能是资产配置转向其他品类。综合数据可以看出海外资金对美国市场采取分化配置:买入股票、缩减国库券持仓,但整体资金依旧净流入美国。同时解读财政部分国别数据表时需要谨慎,证券资产通过托管机构登记记录,会掩盖资产实际持有人的所属国家。
稳定币如何将美元转化为国库券需求
通过一笔简单交易,就能理解稳定币与国库券之间的关联:用户向发行方支付 1 美元,获得 1 枚美元稳定币。发行方承担用户赎回兑付 1 美元的义务,因此会把储备资金投向可以快速变现的资产。短期国库券就十分契合该需求,市场上很难找到其他可以像国库券一样高效快速变现的资产。
一旦发行方购入国库券,用户对数字美元的需求,就间接转化成对美国政府债务的需求。用户不需要证券账户,也不用访问财政部直接投资平台,储备资产的投资全部由稳定币公司在后台完成。
《GENIUS 法案》正式确立了这套运作模式,法案要求受监管的支付类稳定币必须持有高流动性储备。美国财政部 8 月 17 日发布的拟议规则,进一步完善联邦层面监管框架,现金、短期美债以及相关回购协议都被列为优先认可的储备资产。
CryptoSlate 此前分析过,该法案为美元代币打通联邦监管路径,同时将储备资产设计、准入细则交由监管机构制定。
Tether 的体量就足以体现头部发行机构的规模。其二季度鉴证报告显示,直接持有的短期国库券规模达 1149.6 亿美元,另外还有 256.2 亿美元隔夜及定期回购头寸。6 月外国投资者 290 亿美元的抛售规模,大约相当于 Tether 直接国库券持仓的四分之一。
该对比仅用于体量参照,TIC 报告的数据并不能证明海外机构卖出的债券,被 Tether 或者其他发行方直接接手。
USDC 的发行方 Circle 也采用同类储备模式。根据其储备披露文件,绝大多数 USDC 储备存放于 Circle 储备基金,该基金由贝莱德管理,属于政府货币市场基金,可以配置现金、短期国库券以及隔夜美债回购产品。
虽然 Tether 与 Circle 储备架构存在差异,但二者都把市场对数字美元的需求,转化为对美国类现金资产的配置需求。
稳定币有望成为美国政府期待的接盘买家
不难理解美国政府为何对稳定币寄予厚望。境外用户可以持有、转账美元稳定币,无需亲自购买美债;而稳定币发行方会把储备资金投向国库券或回购市场。美元可以流转到海外用户手中,储备带来的买盘需求又回流美国金融体系。
但这套机制只有在稳定币流通规模扩张,或是发行方调仓置换其他资产时,才会新增美债买盘。Tether 二季度末 USDT 流通量 1846 亿美元,对比一季度末仅增加约 4.46 亿美元。DefiLlama 数据显示,截至 8 月 21 日,全市场稳定币总规模约 3021 亿美元,三十日内小幅下跌 0.14%。
以上数据推翻了一个简单推论:新增代币发行并没有承接那 290 亿美元的国库券抛压,发行机构只是对现有储备做内部调仓。公开数据也没有证据表明,海外持有者直接把债券转手卖给稳定币企业。这套机制同样存在反向运行的风险:当大量用户赎回稳定币,发行方需要兑付现金,就有可能卖出国库券,或是任由债券到期兑付。稳定币可以成为美债的重要买方,但自身也会出现买入、抛售的周期波动。
下一期 TIC 报告将于 9 月 16 日发布,覆盖 7 月数据。两大核心观察指标:海外机构短期国库券持仓、全市场稳定币流通总量。如果海外继续第三个月减持,而稳定币供应量保持平稳,美债的需求缺口就会持续存在;若稳定币流通量抬升,发行方披露的国库券头寸同步扩大,则代表这一类新买家正在加大入场力度。受托管记账模式影响,两组数据很难做到精准一一对应。
总结来看,6 月外国投资者依旧在配置美国资产,只是资金大量涌入股市,削减了短期政府类现金债券的持仓。稳定币发行机构手握千亿级别美债仓位,已经是美债需求端不可忽视的参与方。Tether 二季度的规模增量,完全不足以解释 6 月的大规模抛售。
海外需求走弱的短期美债赛道上,美国正在为一类潜力巨大的新买家搭建监管规则。数字美元和美国政府融资之间形成的这条纽带,正是此次 290 亿美元国库券抛售事件值得关注的核心原因。
