Update to the Internal Transfer Function

Fellow Binancians,

Binance has updated the internal transfer logic to now have the Withdrawal Amount from the sender be exactly the same as the Deposit Amount from the receiver. The withdrawal fee will now be returned to the sender and not deducted from the transferred amount.
