Canada proposes stablecoin redemptions within three business days

The proposal published in the Canada Gazette on October 24 remains open for consultation until December 23. It is not currently in force; implementation is projected for fall 2027, subject to approval.

It proposes redemptions with no minimum amount and an issuer fee of up to 1%. The three business days cover settling reserves and initiating the transfer; they do not guarantee that funds will be credited to the receiving bank account.

If illiquidity in the reserve market prevents requests from being fulfilled, daily limits would be allowed. The timeframe is subject to conditions; it is not equivalent to a universal 72 hours.

The framework targets issuers outside prudential supervision and aims to protect residents in Canada. It does not automatically certify USDT, USDC, or FDUSD.

Binance Spot reference on October 26, 15:50 UTC: USDC, 1.00127 USDT (+0.016% over 24h); FDUSD, 0.99810 USDT (+0.010%). These are prices against USDT, not proof of redemption for dollars.

Market perspective: it is worth distinguishing between the quoted price, reserves, and the actual capacity to process redemptions. Greater clarity could improve predictability, but it does not eliminate delays, fees, or depegging risk. This proposal does not guarantee any token’s peg.
