On October 16, the Pennsylvania Environmental Resources and Energy Committee passed the Crypto Energy Conservation Act with 13 votes in favor and 12 votes against. Democratic Congressman Greg Vitali, chairman of the committee and sponsor of the bill, said that Democratic leaders asked him not to push the bill in the ban. Vitali said that voting against the union would jeopardize the Democratic majority in the Pennsylvania House of Representatives, and he would rather see the bill passed without a ban. Now, the bill requires impact studies on mining operations and establishes new reporting requirements. Crypto miners in Pennsylvania will have to submit reports every year. New miners entering the state must submit the same report before starting operations.
