On February 2, 2023, as part of the Digital Almaty 2023 forum, a quadrilateral agreement was signed between Binance Kazakhstan, the Center for the Development of Payment and Financial Technologies of the National Bank of the Republic of Kazakhstan, the Astana Hub International Technology Park and the Academy of Law Enforcement Agencies under the General Prosecutor's Office of the Republic of Kazakhstan.

As part of the agreement, the organizations will develop educational programs for the Academy of Law Enforcement Agencies under the General Prosecutor's Office of the Republic of Kazakhstan, which is a regional hub for countering global threats in the Central Asian region. One of such threats in the modern world is cybercrime.

“The unpreparedness of law enforcement officials for new modern threats can lead to the criminalization of the digital sphere. To counter these threats, law enforcement agencies must have sufficient digital knowledge. I am confident that the memorandum signed today will provide a solid basis for accumulating the knowledge and skills necessary to solve many law enforcement aspects of cryptocurrencies, and will also open up new opportunities for training in the specifics of solving and investigating cybercrimes,” said Marat Seksembaev, Rector of the Academy.

“Binance has an industry-leading global security and FATF compliance team of over 750 employees worldwide. We cooperate with government law enforcement agencies and private organizations to combat money laundering and monitor suspicious activity. Based on the source accounts provided by our partners, we conduct investigations that allow us to identify suspicious transactions within the network. We are constantly updating and expanding our internal anti-money laundering (AML) detection and analytics tools,” comments Zhaslan Madiev, General Manager of Binance Kazakhstan.

“We, as the largest technology park in the region, are pleased to become a platform for cooperation between law enforcement agencies and the technology ecosystem. Along with the development of the crypto industry and blockchain technologies in general, it is also necessary to develop the area of investigation of crypto incidents. I believe that Kazakhstan will be able to create the best practices in the region, for which we are ready to provide all the necessary support,” said Magzhan Madiev, General Director of the Astana Hub international technology park.

The educational program will be implemented at the Academy based on educational materials from Binance together with the Blockchain Center research laboratory with the support of JSC “Center for the Development of Payment and Financial Technologies of the National Bank of the Republic of Kazakhstan” and the Astana Hub International Technology Park.
