France rejects two cryptoasset «exit tax» amendments

On October 30, 2026, during the first reading of the 2027 budget, the National Assembly rejected two proposals related to moving tax residence outside France.

I-3904 sought to include cryptoassets in the existing exit tax regime: 27 votes in favor, 55 against and one abstention. I-3432 proposed a specific regime for crypto portfolios: 31 in favor and 60 against.

Introduced on October 10, both proposed taxing unrealized capital gains: gains calculated even though the assets have not been sold. Their application from January 2027 was set out in the rejected texts. These votes do not create a general exemption or approve the full budget.

As a market reference, Binance Spot showed BTC at 77,388.01 USDT and ETH at 2,282.15 USDT on November 3 at 12:44 UTC. These are observed prices, not a reaction attributable to those votes.

Market perspective: the rejection limits what happened to these two proposals, but does not resolve all tax uncertainty. Assessing the impact on the sector will require following the text that is ultimately approved; these votes do not allow us to anticipate purchases or price increases.
