Washington Accords, the Doha process, the African Union roadmap, UN Security Council Resolution 2773— for Kinshasa, the challenge is now their effective implementation, especially regarding the cessation of hostilities, the withdrawal of Rwandan forces, the disengagement of the AFC/M23, humanitarian access, and the return of displaced people.

But her address went beyond the security question alone.

The Prime Minister posed another equation: how to transform the critical minerals that feed the global economy into real wealth for the Congolese people?

Copper, cobalt, lithium, nickel… demand for them is rising with the energy transition, digital infrastructure, and artificial intelligence. The DRC states that it wants to move from the role of a mere supplier of raw materials to that of a player able to transform, produce, create jobs, and develop its know-how on its own territory.

That may be where one of the strongest lines of this address can be found:
