The latest changes announced by the BCV for banking leave a sign that seems important to look beyond their immediate effects on the financial system.

A sharp increase in the cost associated with reserve shortfalls was announced, along with higher minimum rates, significantly making intermediation more expensive and forcing banks to be even more selective when lending. In an economy where credit is already extraordinarily small, the expected outcome is less financing for businesses and households and a reduced capacity for the banking sector to support economic activity. Active and passive rates were also adjusted.

These measures seem to anticipate a greater execution of public spending and, therefore, a higher amount of bolívares circulating over the coming months. And this happens, moreover, in a context where the allocation of foreign currency planned for September falls to about US$1.4 billion, an amount lower than what was on average liquidated during the previous quarter.

The combination is relevant: more potential pressure of bolívares on the foreign exchange market and, simultaneously, a lower supply of foreign currency. The BCV appears to be preparing for that scenario by strengthening monetary absorption mechanisms and making credit more expensive in order to contain pressures on the exchange rate and the gap.
