This vote is not “pass the bill.” It’s 60 votes just to *open debate*. Republicans have 53 seats. After likely GOP holdouts, they still need a pile of Democrats. Committee support? Two. The remaining fights never died: Trump-family ethics, stablecoin yield vs banks, AML, DeFi liability.
GOP dropped a “final offer.” Democrats said no. Markets did the rest.
Can 60 votes still save it? Yes. A surprise cloture win is the one outcome *not* priced in. It would be a real shock. Then the calendar still has to cooperate: more votes, House concurrence, midterms breathing down everyone’s neck.
If cloture fails, 2026 statute is probably dead. Agencies keep writing rules. Banks keep lobbying. Industry keeps living in interpretive limbo.
Watch the roll call, not the press releases. If enough Dems flip, 14% was too cheap. If they don’t, the market already called it.
