The proposal seeks to temporarily restrict certain forms of arbitrary on-chain data, targeting the blockspace demand created by inscriptions and similar applications. But the bigger story is governance. BIP-110 tests whether economically significant nodes can enforce a consensus change despite weak miner participation. If miners ignore the new rules, BIP-110 nodes could reject otherwise valid blocks, creating a potential chain split.
