Babylon's forfeiture system needs the committee because Bitcoin script still has no native covenant logic. There's no OP_CTV, no live OP_CAT, so slashing a misbehaving validator can't be enforced by consensus rules alone. The committee co-signs pre-agreed spending paths instead, acting as a human patch for a primitive Bitcoin doesn't have yet. Say a validator stakes 100 $BTC , worth about $8 million today. Facing full slashing, spending 20-30% of that on bribes to the minimum signing coalition is rational math, not just theory. An attacker doesn't need the whole committee, only enough signers to clear the threshold, and a lower M relative to N shrinks that number fast. What's missing from most breakdowns is the bond question. Ronin lost $625 million and Harmony's Horizon lost $100 million, both from compromising a small signing set, not a cryptographic break. If committee seats carry no slashable collateral, refusing a bribe pays zero while accepting one pays six or seven figures, a weak equilibrium for honesty resting on reputation alone. OP_CAT gets pitched as the fix, and it does remove the need for a trusted signer by letting spending conditions live in script instead of a group chat. But OP_CAT alone doesn't complete the covenant stack. Something closer to CTV is still needed to fully retire committee-based slashing paths, so treating activation as the finish line oversells what one opcode can do. Until covenants land on mainnet, Babylon's forfeiture guarantee rests on the same thing every federated bridge has rested on: the discipline of a fixed group of people who know their own price.
