It seems like Europe doesn’t want to fall behind in the race for stablecoins.

According to a report, EU regulators are already planning a review of the MiCA framework. They unofficially call it “MiCA 2.0.”

The reason would be to respond to the new stablecoin law in the United States and the rules on tokenized payments and deposits.

Basically, they want the rules to also apply to stablecoin issuers that are not in the European Union.

Lummis sharply criticized the Basel Committee rule that imposes a 1,250% risk weighting on Bitcoin and other digital assets.

What does this “punishment” of 1,250% mean?

1-to-1 reserve: It forces banks to back every dollar invested in Bitcoin with exactly another dollar of their own equity capital in reserves.

Hidden prohibition: By multiplying the exposure by 12.5 times, keeping $BTC on the balance sheet destroys the financial profitability (ROE) of any large bank.

Innovation leakage: This rule doesn’t eliminate the market—it only pushes custody toward unregulated entities outside the U.S.

The impact if this changes

Lummis urges U.S. regulators to adopt technology-neutral standards. If the pressure works and this risk weight is reduced (treating Bitcoin like commodities such as gold), it would open the floodgates for a massive injection of institutional liquidity directly from global commercial banking.
