The OCC released a 47-page report on debanking efforts, saying some banks have public and nonpublic policies that limit services for industries including oil and gas, tobacco, firearms and digital assets. The report follows an August 2025 executive order from President Donald Trump aimed at stopping what he called unlawful debanking. In November 2024, more than 30 tech and crypto executives said they had been denied banking access. The OCC noted it could not quantify the full extent of debanking based on a review of nine major banks. Agency head Jonathan Gould said banks’ decisions were not based on financial risk but on worries about negative headlines, public protests and reputational harm.
