The backdrop: Single-stock leveraged ETFs tied to Samsung and SK Hynix ($SKHY ) launched in late May 2026, right as chip stocks peaked. Retail investors piled in — net purchases hit 14 trillion won (~$9.4B) vs. just 2 trillion from foreigners. Then the CXMT shock hit, and the KODEX SK Hynix Single Stock Leverage ETF crashed ~70% from its June high. The political fallout: President Lee Jae Myung ordered financial authorities to prepare "swift and thorough" stabilization measures, saying the government must address retail investor grievances. At a Cabinet meeting, he pointedly noted these products were approved near the semiconductor peak — and retail investors are now blaming the government for letting them gamble with leveraged products that were destined to implode. Compensation debate: Lawmakers are now actively discussing whether the state should compensate retail investors who lost their life savings. The argument is that regulators failed to protect investors when they approved single-stock leveraged ETFs without adequate safeguards. The FSC has since raised the minimum deposit requirement from 3M won to 30M won (~$22,500) and banned new launches — but for the hundreds of thousands already wiped out, it's too late. The big picture: Over 1.2 million margin accounts are in distress, and 320,000–460,000 accounts have been fully liquidated. If Korea's government actually pays out state compensation, it sets a dangerous precedent — effectively bailing out retail speculators who chased leveraged products.
