CFTC says crypto market structure rules are coming anyway
CFTC Chairman Michael Selig says the crypto $BTC industry will get market structure rules even if Congress fails to pass the CLARITY Act.
According to Selig, the agency is already evaluating potential crypto regulations and has authority under existing laws to establish rules if lawmakers fail to reach a deal.
The CLARITY Act would give the CFTC a much bigger role in overseeing digital assets, but the bill has been delayed in the Senate over disagreements around its ethics provisions.
Meanwhile, the CFTC is also working on rules for prediction market event contracts and consulting on "compute" futures tied to Al infrastructure.

Goldman Sachs Is Back in $XRP ETFs - With an $86.5M Position
That's where Goldman ended Q2 after reporting exposure across five XRP funds, just as XRP jumped more than 40% this week.
...instead of betting on one product, the bank spread its position across Bitwise, Franklin, Canary, 21Shares and Grayscale XRP ETFs.
Its total reported exposure now stands at $86.5M a notable return after Goldman reported zero XRP ETF holdings in the previous quarter.
That's the part worth watching. Goldman had previously built a $153M XRP ETF position, exited, and now returned again. Meanwhile, XRP is trading near $1.37, ETF inflows are picking up and volume has more than doubled. So while $BTC remains the institutional benchmark, Goldman quietly rebuilding XRP exposure suggests institutions are still testing where the next wave of demand could come from
This comes after he previously raised concerns about Bitcoin and said he planned to sell because of the long-term risk from quantum computing.
Now, he has told a caller to buy Bitcoin directly, adding another twist to his changing narrative on the asset.
He clearly stated that investors looking for Bitcoin exposure may find it more direct to buy $BTC itself instead of relying on companies like Strategy.
Meanwhile, BTC has climbed sharply this week, briefly moving above $79,000 as strong ETF inflows, easier financial conditions and renewed regulatory optimism supported the market.
