US Banking Regulator Finalizes Major Stablecoin Rules Under the GENIUS Act
The US Office of the Comptroller of the Currency (OCC) issued its final rule on October 21 to implement the GENIUS Act, establishing a federal regulatory framework for payment stablecoin issuers under its supervision.
The rules set requirements for reserve assets, redemptions, capital, risk management, audits, reporting and regulatory oversight. The goal is to ensure that payment stablecoins are backed appropriately, can be redeemed under established requirements and operate within a clearer supervisory framework.
🏦 The framework covers eligible bank subsidiaries, federally qualified nonbank issuers and certain state-qualified and foreign issuers under the OCC’s jurisdiction. Rules covering anti-money laundering, the Bank Secrecy Act and sanctions will be addressed separately.
📅 The final rule is scheduled to take effect on January 18, 2027, the same effective date as the GENIUS Act. This is an important step toward bringing dollar-pegged digital assets into the US financial regulatory system.
📈 For the crypto market, clearer stablecoin rules could support institutional adoption and payments using assets such as $USDC and $USDT, although the regulation does not guarantee increased demand or higher prices for either token. Issuers will need to meet the applicable requirements as implementation progresses.
