*This week (Sep 14-15):*

Tillis *DOES back CLARITY Act now*, after White House agreed to his ethics package with Ruben Gallego. Reuters/AP confirmed:

- Trump agreed to *∼80% of Tillis-Gallego ethics framework* Friday in Oval Office meeting
- New draft released Sunday: federal elected officials, judges, spouses must *divest or put in qualified blind trust* any "significant" interest in crypto issuer, civil penalties, ban on issuing/sponsoring tokens, state AGs can enforce alongside DOJ, covers officials elected but not yet sworn in
- Sunset clause (which would have killed it Jan 2029) *removed*
- Lummis: Trump _"voluntarily agreed to unprecedented ethics restrictions... toughest ever applied to a sitting president"_

Tillis was the GOP holdout threatening to vote *NO* unless ethics were added. Back in July he said: _"There has to be ethics language in the bill before it leaves the Senate, or I'll go from negotiating it to voting against it."_ That threat is now resolved — he's a *yes for cloture today*.

*What he said about amendments:*

His condition for yes = bill must remain *amendable on floor* — senators can still offer amendments on stablecoin rewards, illicit finance, DeFi liability (Blockchain Regulatory Certainty Act language). He told Semafor: if White House didn't move on ethics, bill fails. White House did move, so he flipped to yes.
