Everyone's framing AB 2409 as "California bans meme coins." That's not quite what happened, and the distinction matters.

The bill doesn't touch meme coins generally — it targets coins launched by public officials specifically. It's a conflict-of-interest law wearing crypto clothing, closer to insider trading regulation than a crypto crackdown.

That's a much easier bill for other states to copy, because it's not anti-crypto — it's anti-corruption. Unanimous 40-0, 78-0 votes don't happen on genuinely controversial crypto policy. They happen on things nobody wants to defend publicly.

The real signal isn't California. It's that "politician launches token, public gets exit-liquidity'd" just became legally radioactive in the biggest state in the country — and copycat bills are the actual thing to watch, not this one.
