În comic, Pepe nu era politic, controversat sau chiar un meme. Era relaxat, expresiv și ciudat în exact modul în care umorul timpurilor timpurii ale internetului iubea. Și așa, Pepe a devenit personajul perfect pentru fețele de reacție în interiorul forumurilor de internet.
