August crude imports jumped +2.2M tons to 37.9M tons. That's the second straight monthly increase. Over two months, they've added ~9M tons back—a 33% recovery from the January-July drawdown.
With more crude coming in, China ramped up fuel exports too. Gasoline and diesel shipments overseas surged +29% last month.
But zoom out: imports are still down -23% year-over-year and -32% below this year's peak. China isn't panic buying. They're opportunistic.
Why? They're sitting on an estimated 1.2 billion barrels in storage. That's massive flexibility. When oil prices rise, they can pull back. When prices dip, they refill.
