The US Treasury just killed the "unhosted wallet" rule. Self-custody won... sort of. FinCEN withdrew two crypto proposals that had hung over the industry for years: - The 2020 unhosted wallet rule, which would have required banks and money services businesses to keep records on transactions with self-custody wallets over $3,000 and report those over $10,000, including amounts that added up past $10K within 24 hours. - The 2023 proposal to label international crypto mixing a "primary money laundering concern". FinCEN said its broad definition risked chilling legitimate activity and burying institutions in reporting. Six years of pushback, and both are gone. Worth celebrating, but read what didn't change: - Neither rule ever took effect. Nobody gains a freedom they actually lost; a threat was removed. - Every existing AML and KYC requirement for regulated crypto businesses stays in place. The moment your coins touch an exchange, you're identified. - A withdrawn proposal is not a ban on future ones. A different Treasury can draft a new version. So the real change is narrow: banks and money transmitters won't be forced to log every transfer to a wallet you control. That matters, but it isn't a privacy regime. The fair counterpoint: removing a pending rule ends years of uncertainty for wallet developers, and it signals that self-custody is being treated as normal, not suspicious. Is this a real win for self-custody, or just a pause until the next administration? Like and follow for regulation news that reads the fine print. #SelfCustody #CryptoRegulation

Tired of relying on legacy banks that can choke off liquidity at a moment's notice? Rain is taking matters into its own hands. The crypto firm is officially gunning for an OCC national trust bank charter to cut out third-party banking middlemen entirely. It is a bold play to secure direct access to the federal payment system. 🏛️ This makes Rain the 12th crypto player to knock on the OCC's door for a trust charter. Traditional community banks are already pushing back hard, terrified of losing their gatekeeper status. But for crypto, securing native banking rails is the ultimate survival move. ⚡ Keep your eyes on this battle. If Rain pulls this off, the playbook for crypto-fiat rails changes forever. Congress failed to pass a crypto law — so Washington's regulators are writing one without them. 🏛️ The CFTC just proposed two federal rules, Regulation CTX and Regulation CAM, to govern all leveraged, margined, and financed crypto trading in the US. Exchanges offering perpetuals and margin would register under a new 'crypto asset market' category, with proof-of-reserves demands for platforms holding customer assets. Here is the catch nobody is talking about: the rules still cannot touch plain spot trading. The direct buying and selling of $BTC and $ETH stays under state money-transmission laws — the exact gap the dead CLARITY Act was supposed to close. The agencies also floated protection for builders. 3 US crypto moves you missed while Bitcoin dippedEveryone is staring at the chart: $BTC slipped under $84K overnight and $ETH is down ~3% to ~$2,615. But the bigger story this week might be in Washington. Three US moves landed in five days, and together they reshape how crypto is held, traded and reported. 1) FinCEN dropped its wallet and mixer rules (Oct 6) • The 2020 "unhosted wallet" proposal is withdrawn, with no further action planned. It would have forced banks and exchanges to report and ID the counterparty when you send more than $10,000 to a self-custody wallet, and keep records above $3,000. • The 2023 proposal that labeled international crypto mixing a "primary money laundering concern" is also withdrawn. FinCEN cited a chilling effect on legitimate activity and a heavy reporting burden, but says it will keep monitoring mixers and may act later. Why it matters: moving coins from an exchange to your own wallet will not trigger a new federal reporting regime. A clear win for self-custody. 2) SEC approved the first 3x Bitcoin and Ether ETFs (Oct 2) • Cboe BZX can now list six Volatility Shares 3x products, including a 3x Bitcoin ETF (BITH) and a 3x Ether ETF (ETHK). • They track three times the DAILY move of futures, not spot coins. • They are not trading yet: the registration statements still have to become effective, and no launch date is set. Why it matters: more regulated leverage is coming to US brokerage accounts. Daily-reset 3x products decay in choppy markets, so they suit short-term traders, not holders. 3) SEC proposed new crypto custody rules (published Oct 6) • New rules on how registered advisers and funds must custody crypto and tokenized assets, including tokenized private funds. • This is only a proposal. Public comments are due December 7, 2026. Why it matters: clear custody rules are one of the last blockers for big advisers that still can't easily hold crypto for clients. The takeaway Short term, the market trades oil, yields and tonight's Fed minutes. Long term, the US rulebook just got friendlier to self-custody and to institutional products. Price and policy don't always move together. Which one matters most to you: self-custody freedom, 3x ETFs, or institutional custody? 👇 Sources: Federal Register, SEC. Congress couldn't pass crypto market structure, so the CFTC is writing its own rules. On Oct 5, Chairman Michael Selig published an advance notice of proposed rulemaking with two pieces: - Regulation CTX: defines which retail crypto trades with leverage, margin or financing fall under CFTC authority. - Regulation CAM: a tailored federal registration for "crypto asset markets" that want to offer those trades. It comes right after the Senate's CLARITY Act stalled. Selig called it "a critical step" toward "clarity, certainty, and consumer protections", pointing to the White House directive to build crypto market structure with existing CFTC powers. Before anyone calls this "regulatory clarity", read the fine print: - It's an advance notice, the earliest stage of rulemaking. There's a 60-day comment window, then a proposal, then a final rule. Nothing changes for traders this year. - Registration is optional. Platforms that like operating offshore can simply not opt in. - Spot trading is left out entirely and stays with state regulators, so the patchwork remains. - Rules written by an agency, not Congress, can be rewritten by the next administration. The fair counterpoint: US retail already uses leverage, mostly through offshore venues with little protection. A federal path to bring that onshore, with real oversight, is better than pretending the demand doesn't exist. Is this the start of real US crypto rules, or a workaround that lasts only as long as this administration? Like and follow for regulation news explained without the hype. #CFTC #CryptoRegulation

CFTC pushes a federal road‑map for leveraged crypto trading. On October 5, CFTC Chairman Michael S. Selig announced proposals at the Fordham Law Blockchain Regulatory Symposium, seeking public input on Regulation Crypto Asset Transactions (CTX) and Regulation Crypto Asset Markets (CAM). The plan creates a federal registration option for crypto exchanges offering retail margin, leveraged or financed crypto trading, while allowing platforms to remain under state licenses if appropriate. Exchanges could register as a new “crypto asset market” (CAM) and would face customer‑protection rules such as market surveillance, financial safeguards, proof‑of‑reserves for omnibus accounts, and AML/KYC requirements for futures commission merchants; assets moved to an external wallet within 28 days would meet the CFTC’s “actual delivery” standard. What safeguards should be mandatory for U.S. leveraged crypto platforms to protect retail traders? #CFTC #CryptoRegulation #LeveragedTrading #FinTech

#FinCEN #SelfCustody #CryptoRegulation #DeFi $BTC
