The U.S. CFTC is proposing new rules to bring leveraged, margined and financed crypto trading under a clearer federal framework.
The proposals would:
• Create a new “Crypto Asset Markets” (CAMs) registration category
• Establish rules for crypto transactions involving leverage and margin
• Require stronger safeguards, including proof-of-reserves
• Bring certain crypto derivatives activity under CFTC oversight
But one major gap remains: spot crypto trading.
Direct buying and selling of assets like BTC and ETH would largely remain outside the CFTC’s market-structure authority unless Congress gives it broader powers.
The CFTC is opening a 60-day public comment period on the proposals.
