The Bank of Russia has officially finalized the entry rules for the country's first regulated crypto infrastructure, allowing exchange operators and digital depositories to submit formal applications starting October 5, 2026.

The implementation of these entry rules follows the landmark digital currency law signed by President Vladimir Putin, which formally took effect on September 1, 2026.

While the central bank aims to have first-tier participants formally operational before the end of 2026, fully functional retail trading remains temporarily bottlenecked until a definitive white-list of retail-eligible crypto assets is legally finalized.
