Security experts from the US and China are calling for strict limits on how AI can be used around nuclear weapons and command systems.
A joint Brookings–Fudan University report proposes that only humans should authorize the use of nuclear weapons or cyberattacks against nuclear command, control and communications systems. The experts also recommend a US-China military AI hotline and a shared definition of “meaningful human control.”
The concern is that AI systems can process information and trigger responses faster than humans, potentially leaving little time to correct a false warning, cyberattack or unintended escalation.
The proposals have not been formally adopted by either government.
