In Dusk, the rule runs at execution. If the conditions aren’t met, the committee won’t certify it as state. It doesn’t become half-clear. It doesn’t become something to argue about later.
Later explanations don’t help. Past intent doesn’t reopen the path. When what you expected to clear never existed as a Dusk settled state, you realize how strict that is. There’s nothing to unwind, and no interpretation can bring you back into consistency.
The next action is still waiting. The queue forms, but nothing has happened. What you expected never existed as a state transition.
