Withdrawals are coming back in phases after the October 29 hack.
🔹 Binance began reopening withdrawals at 06:00 UTC on November 1, and by 12:36 UTC all 15 first-phase networks and assets had resumed.
🔹 On November 6, Binance published its 9th recovery update, reopening more assets across nine networks, including BNB Smart Chain, Ethereum, Base, Tron and Sui, from 04:00 UTC.
🔹 Hyperliquid's HYPE withdrawals are still suspended, with no date announced.

Why the disconnect?
1. MACRO > EXCHANGE NEWS
Nasdaq -5.52%, S&P -4.36% after Democrats won midterms. AI regulation fears = Tech stocks dump = Crypto follows. Binance fixing withdrawals can't fight Wall Street.
2. YESTERDAY'S PUMP WAS FUD RELIEF
$AAVE +6.1%, $UNI +9.68% on 5/11 when withdrawals reopened. Today they gave it all back. Classic "buy the rumor, sell the news".
3. WHALES STILL EXITING
$900M outflow from BlackRock's IBIT ETF. $2.65B BTC options expire today with max pain at $79K. Big players are hedging, not buying.
Key level: $75,600 is short-term holder cost basis. Lose it = $73K next.
So yes, withdrawals are back. But when Nasdaq bleeds, crypto bleeds harder.
