Japan may use stablecoins to speed tax refunds for foreign shoppers.

On Oct 21, Transport and Tourism Minister Tatsunori Ibayashi told a parliamentary committee the government would consider using stablecoins to refund consumption tax to foreign visitors. No approval has been announced.

From Nov 1, Japan’s tax‑free shopping switches to a refund model: visitors pay the tax at checkout and receive it back after customs confirms the goods left the country. XWIN Japan says quick, cheap refunds are a major challenge and yen‑backed stablecoins could send refunds straight to a digital wallet around the clock.

JPYC and Japan Tax‑Free announced a partnership in March to explore this use case. The post cautions that wallet security, identity checks and AML rules remain unresolved, as does converting the refund into a visitor’s home currency.

Do you think stablecoins are ready to handle everyday public‑service payments like tax refunds?
