This is a handshake between US companies. Open weights are already out there. Qwen, DeepSeek, Kimi, GLM weren't in that room. Nothing from Saturday changes what's already on hard drives globally.
So does slowing the frontier actually slow anything? Or does it just hand the frontier to someone else?
