According to the announcement from Binance, the Spot Liquidity Provider Program will be updated effective from 2026-10-19 00:00 (UTC), with a promotion period running from 2026-10-19 00:00 (UTC) to 2026-11-15 23:59 (UTC). The update changes the Weekly bStocks Maker Volume Percentage requirement for Tier 3 and Tier 4 to 0.50% and 1.00%, respectively. Under the revised structure, Tier 1 requires 0.05% or 25,000,000 USD in weekly maker volume, or 0.05% in weekly bStocks maker volume, with standard taker fees based on the user’s VIP level. Tier 2 requires 0.15% weekly maker volume and carries a maker fee rebate of -0.0040%. Tier 3 requires 0.50% weekly maker volume or 0.50% weekly bStocks maker volume and carries a maker fee rebate of -0.0060%. Tier 4 requires 1.00% weekly maker volume or 1.00% weekly bStocks maker volume and carries a maker fee rebate of -0.0080%.

The announcement says a participant’s bStocks tier is determined by weekly maker volume percentage on bStocks, and once a participant reaches a bStocks tier, the corresponding maker fee rebate applies across all symbols traded by that participant. Binance gave an example of a market maker whose original category tier is Tier 1 under the existing Spot program but who reaches bStocks Tier 3 through bStocks volume; in that case, the Tier 3 maker fee rebate of -0.0060% would apply to all symbols. The company also said users with weekly maker volume that meets or exceeds Tier 1 requirements are automatically enrolled. Users whose current 30-day maker volume does not meet Tier 1 requirements but who have trading volume above 20,000,000 USD equivalent on Binance Spot market may apply for a four-week trial period and receive Tier 1 maker fee rebates during that period.
