A Delegation Ban With an Expiry Date

XRP holders are days away from regaining a capability the XRP Ledger currently blocks: handing the PaymentBurn granular permission to another account. The amendment that removes the restriction, fixCleanup3_4_0, opened its two-week activation window on October 5, 2026, and the earliest it can take effect is 09:34 UTC on October 23, according to on-chain data from the XRPScan explorer. The package shipped in version 3.4.0 of xrpld, the reference server implementation that keeps the layer-1 blockchain protocol's nodes running under one set of consensus rules, and it entered voting on September 17, 2026.

The bar is steep. Validator support must stay above 80% continuously; if the share touches 80% or drops below it even once, the amendment is rejected and the 14-day timer restarts from zero. The current count stands at 26 of 32 validators in favor, a support level of 81.25%. The Permission Delegation and Batch amendments went live over the past week, and fixCleanup3_4_0 is treated as essential to that milestone. Granular permissions split account authority into narrow, revocable rights rather than full control, and until this fix activates, a user who wants to delegate the payment-burning permission cannot do so safely. The existing arrangement carries a sharper edge: a delegate holding PaymentBurn could, in certain circumstances, mint new fungible tokens, whether trust line tokens or MPTs. The XRP price is not on the ballot here; the decision rests entirely with 32 validators.

Escrow Reserves, AMM Clawbacks and Vault Rounding

Once the restriction is gone, the same package settles scores across nearly every recent feature on the ledger, including sponsorship, transaction signing and trust line records. On the permissioned DEX, offers in a deleted domain are excluded from the invariant check, so swapping an offer in one domain for one in another no longer trips a rule violation, and domain validation tightens across the board. The Automated Market Maker code receives two corrections: AMMClawback can no longer silently recover zero when integer rounding floors an MPT amount to nothing, and it may bypass the owner-reserve check when it must auto-create the paired asset holding, so a compliance clawback is not blocked or vetoed by reserve requirements. NFT handling changes as well: offers carrying fake XRP amounts are rejected, and an IOU issuer creating an NFToken offer denominated in its own currency is exempt from its own global freeze. Escrow receives a reserve fix of its own, with EscrowCancel and EscrowFinish now recycling the owner reserve so that returning IOUs to an owner at the reserve boundary no longer fails. The vault stack gains precision and rounding corrections across VaultDeposit, VaultWithdraw and VaultClawback, keeping a vault's tracked total assets, available assets and share supply consistent. For Single Asset Vaults and the Lending Protocol, the package exempts loan defaults from asset freeze, refuses pseudo-accounts that cannot be transaction parties, validates withdrawal destinations inside permissioned domains and blocks PaymentBurn payments that would cross a zero balance. Several of these edge cases only bite at reserve boundaries or in rounding corners, which is precisely where vault and lending accounting tends to break first.

A 1.25-Point Cushion Above the Kill Line

The constraint that remains once this one lifts is arithmetic. Support of 81.25% sits only 1.25 percentage points above the 80% kill line, so a single defection among the 32 validators would restart the 14-day clock and push the earliest activation toward mid-November. The ledger's developers have been active on protocol safety regardless: RippleX recently patched the XRP supply bug that could have minted tokens past the 100 billion cap. Demand-side context is steady too, with XRP ETFs logging a 13th straight week of net inflows. If the cushion holds, PaymentBurn delegation switches on at 09:34 UTC on October 23; if it slips, the vote begins again.
