Media reports said South Jeolla-Gwangju Special Self-Governing City and chip makers discussed the project plan, with SK Hynix expressing a strong desire to secure as much production land as possible and Samsung Electronics stressing the need to speed up investment implementation. According to Sina Finance, the integrated city plan will prioritize about 2.08 million square meters of land that can be developed immediately within a national industrial park covering 8.26 million square meters.

The integrated city plans to sign an entry agreement with SK Hynix in October and then begin full-scale talks on investment implementation, including development strategy, plant construction, and supporting infrastructure. Local authorities also plan to continue negotiations with Samsung through an on-site location review and senior-level talks on October 6.
