Почему Китай становится сильнее, но не ведёт себя как капиталистические державы?24 августа Си Цзиньпин сформулировал четыре принципа по Палестине: политическое урегулирование, два государства, гуманитарная защита и соблюдение международного права. И меня зацепила одна фраза: «Палестиной управляют палестинцы». На первый взгляд - дипломатия. Но если посмотреть шире, возникает интересный вопрос. Китай уже одна из крупнейших экономик мира. Ему нужны нефть, рынки, торговые маршруты, технологии. На Ближнем Востоке у него огромные экономические интересы. То есть Китай получает выгоду и наращивает влияние. Никто этого не скрывает. Но почему мы пока не видим привычной исторической последовательности: экономическое влияние -> политический диктат -> санкции -> смена режимов -> военное вмешательство? Наоборот, Китай помог восстановить отношения Ирана и Саудовской Аравии, принимал переговоры палестинских фракций и снова повторяет принцип: решать судьбу Палестины должны сами палестинцы. И вот здесь, мне кажется, начинается самое интересное. Экономическая выгода сама по себе ещё не означает империализм. Можно торговать, инвестировать, строить инфраструктуру и получать прибыль. Вопрос в другом: превращается ли экономическая сила в право командовать другой страной? У Китая есть собственные интересы - разумеется. Но сама китайская экономика устроена иначе, чем классический западный капитализм. Ключевые банки, земля, стратегические отрасли и крупнейшие предприятия находятся под государственным и общественным контролем, а политическая власть принадлежит КПК. Может быть, поэтому рост китайской мощи не требует того же внешнего поведения, которое исторически сопровождало экспансию частного капитала западных держав? Это, кстати, хороший вопрос и к тем, кто автоматически называет Китай «новым империализмом». Если это действительно империализм - где его материальные признаки? Где войны за смену правительств? Где требование: «хотите торговать с нами - измените политический строй»? Где глобальная санкционная система, заставляющая третьи страны отказаться от неугодных Пекину партнёров? Различие уже интересно наблюдать. И поэтому фраза «Палестиной управляют палестинцы» для меня важнее обычного дипломатического заявления. Возможно, мы наблюдаем проверку гораздо более крупной идеи: может ли сильная держава увеличивать своё экономическое влияние, не превращая его в право политически подчинять другие страны? И если Китай сохранит этот принцип по мере дальнейшего роста, тогда вопрос будет уже не только о Китае. На Ближнем Востоке у него огромные экономические интересы. То есть Китай получает выгоду и наращивает влияние. Никто этого не скрывает. И вот здесь, мне кажется, начинается самое интересное. Экономическая выгода сама по себе ещё не означает империализм. Можно торговать, инвестировать, строить инфраструктуру и получать прибыль. Вопрос в другом: превращается ли экономическая сила в право командовать другой страной?
У Китая есть собственные интересы - разумеется. Но сама китайская экономика устроена иначе, чем классический западный капитализм. Ключевые банки, земля, стратегические отрасли и крупнейшие предприятия находятся под государственным и общественным контролем, а политическая власть принадлежит КПК. Может быть, поэтому рост китайской мощи не требует того же внешнего поведения, которое исторически сопровождало экспансию частного капитала западных держав?
Это, кстати, хороший вопрос и к тем, кто автоматически называет Китай «новым империализмом». Если это действительно империализм - где его материальные признаки? Где войны за смену правительств? Где требование: «хотите торговать с нами - измените политический строй»? Где глобальная санкционная система, заставляющая третьи страны отказаться от неугодных Пекину партнёров?
Различие уже интересно наблюдать.
И поэтому фраза «Палестиной управляют палестинцы» для меня важнее обычного дипломатического заявления. Возможно, мы наблюдаем проверку гораздо более крупной идеи: может ли сильная держава увеличивать своё экономическое влияние, не превращая его в право политически подчинять другие страны? И если Китай сохранит этот принцип по мере дальнейшего роста, тогда вопрос будет уже не только о Китае.
А о том, может ли социалистическая система породить принципиально другую модель международных отношений.
