Binance co-founder Changpeng Zhao (CZ) has argued that any regulatory framework adopted to accommodate Hyperliquid would, by extension, benefit the entire decentralized trading sector, not just one platform. "Policy cannot be applied to only one company/project," CZ said. "What's good for one is good for the rest of the industry." A Rising Tide for Perp DEXs CZ's comments point to an opportunity that extends well beyond Hyperliquid. If US regulators carve out a clear pathway for decentralized perpetual futures platforms, more perp DEXs and on-chain services could become accessible to American users for the first time. Hyperliquid, the largest decentralized perpetual futures exchange by volume, is actively working to find a legally compliant way to serve US traders, though the platform currently geo-blocks American users. The push comes after the Commodity Futures Trading Commission (CFTC) took a significant step in late May 2026, approving the listing of the first perpetual futures contract on a CFTC-regulated exchange, a cash-settled perpetual derivative referencing the spot price of Bitcoin. The approval signals that perpetual contracts can, under appropriate circumstances, be structured to comply with the Commodity Exchange Act. That decision is widely seen as a potential turning point for the broader on-chain derivatives market. Hyperliquid, which processed more than $250 billion in perpetual futures trading last month, has launched a US lobbying and research arm, the Hyperliquid Policy Center, a Washington DC-based nonprofit focused on regulatory frameworks for decentralized exchanges, perpetual futures, and blockchain-based market infrastructure. The Hyper Foundation committed 1 million $HYPE tokens, worth roughly $29 million, to fund the initiative. CZ's Broader View on Decentralized Trading The remarks reflect CZ's long-held view that decentralized venues will play an increasingly significant role in crypto markets. Zhao has previously predicted that perp DEXs will rival centralized exchange volumes within one market cycle. At the same time, he has been candid about the compliance risks that come with operating without KYC checks, drawing on his own experience navigating regulatory scrutiny at Binance. The Hyperliquid Policy Center describes itself as an independent research and advocacy organization dedicated to advancing a clear, regulated path for Americans to access on-chain markets. CZ's public backing adds weight to that case, signaling that how Washington treats platforms like Hyperliquid has implications for the entire decentralized trading industry. Swift Blockchain Ledger Clears First Live Cross Border Bank Payment
First Live Transaction on Swift's Blockchain Ledger HSBC and Standard Chartered have completed the first live cross-border transaction on Swift's blockchain-based ledger, marking a significant step in efforts to modernize international payments infrastructure. The transaction demonstrated interoperability between the banks' tokenized deposit systems roughly a month after the ledger's launch. The transaction was conducted through the exchange of payment messages between HSBC and Standard Chartered using Swift's ledger. The resulting obligations were recorded as tokenized deposit obligations on both HSBC's Tokenised Deposit Service (TDS) and Standard Chartered's tokenized deposit infrastructure. Swift's blockchain-based ledger acted as a secure orchestration layer, enabling the obligations to be matched and netted between the two banks prior to final settlement through existing systems. Lewis Sun, Head of Digital Currencies at HSBC, said the transaction "demonstrates how digital money issued by banks can be interoperable across institutions while maintaining the integrity and regulatory oversight of the existing financial ecosystem." A Broader Pilot With 17 Banks Swift announced on 9 July 2026 that its blockchain-based ledger was ready for initial use, enabling early adopter financial institutions to support 24/7 cross-border payments with tokenized deposits. Seventeen banks from six continents are preparing to pilot live transactions, reflecting strong global demand for faster, more flexible money movement. The broader cohort includes MUFG Bank, Wells Fargo and Lloyds, among others. Cross-border payments have traditionally involved multiple intermediaries, operating schedules and settlement processes, which can contribute to delays and liquidity inefficiencies. Swift's blockchain-based ledger is being developed as a coordination mechanism that can connect financial institutions while allowing them to continue using their existing systems for final settlement. As Standard Chartered's Mark Willis noted, "this transaction is part of a broader industry effort for distributed ledger technology to support real-world payment use cases at scale, while preserving the role of regulated bank money." Further pilot transactions involving participating banks are expected to provide additional insight into how tokenized deposits can operate at greater scale.
Trump Calls for a "Fair" CLARITY Act President Donald Trump used a Wednesday White House press conference to urge Congress to pass what he described as a fair version of the Digital Asset Market CLARITY Act. Trump convened leaders of the crypto industry and their regulators to the White House, praising them for "ensuring that the future of commercial markets is pioneered and perfected right here in the USA." The CLARITY Act would create a federal rulebook for issuing, trading, and holding digital assets, dividing oversight between the Securities and Exchange Commission and the Commodity Futures Trading Commission, setting standards for exchanges and other intermediaries, and defining how decentralized-finance developers and protocols would be treated. Its primary goal is to end the SEC's regulation through enforcement by establishing exactly which digital assets are securities and which are commodities. The bill also includes roughly $150 million for anti-fraud measures and imposes resale restrictions on insiders to prevent pump-and-dump schemes. The bill has had a bumpy road through Congress. The House approved it on a 294-134 bipartisan margin on July 17, 2025, with more than 70 Democrats crossing the aisle. The Senate Banking Committee then advanced the CLARITY Act in May 2026 by a vote of 15-9. However, the legislation has since stalled. The bill is deadlocked in the Senate because of partisan ethics provisions. Industry Pressure Mounts Ahead of September Vote Coinbase CEO Brian Armstrong has emerged as one of the bill's most vocal advocates. Armstrong portrayed the CLARITY Act as a bipartisan breakthrough that could strengthen consumer protections, law enforcement authority, and American leadership in digital assets. He has argued the bill could secure more than 60 Senate votes. Reaching that threshold requires all voting Republicans plus at least seven Democrats. Armstrong acknowledged the Senate's failure to move the bill before recess, calling it "disappointing," but said the industry was "closer than we've ever been" and urged lawmakers to "finish the job in September." Democrats argue the bill in its current form falls short on ethics, pointing to a White House-backed provision that bans federal officials from issuing or sponsoring new digital assets while exempting existing ones, including crypto held by Trump and his family. Trump previously urged lawmakers to advance the bill following the death of Senator Lindsey Graham. The Senate is expected to take up the legislation when it returns from recess in September. When senators return, the remaining question will be whether negotiators used the recess to find the 60 votes needed to pass it. GENIUS Act Rules Could Be Finalized Before November
The Office of the Comptroller of the Currency (OCC) is pushing to finalize its stablecoin rules before the end of the year. OCC Comptroller Jonathan Gould told attendees at the Wyoming Blockchain Symposium in Jackson Hole on August 19 that the agency intends to publish a final rulebook under the GENIUS Act by November, ahead of the law's January 2027 effective date. A Missed Deadline and a New Target The announcement comes after the OCC missed its statutory deadline. The GENIUS Act required federal regulators to finalize implementing rules by July 18, 2026, exactly one year after enactment, but that date passed without a confirmed final rule from the OCC. The agency has been weighing industry feedback on its 376-page proposed rulemaking, which was released in February and covered capital and liquidity requirements, jurisdiction over stablecoin regulation, and risk management standards for issuers. Gould said the agency reviewed comments submitted during the 60-day public comment period, which closed on May 1, and is now incorporating that feedback into the final rule. He added that the OCC expects to begin processing stablecoin issuer applications in 2027, once the final framework is in place. What the GENIUS Act Requires President Trump signed the GENIUS Act into law on July 18, 2025, establishing the first federal regulatory framework for payment stablecoins in the United States. The law requires stablecoins to be fully backed by US dollars or similarly liquid assets, and mandates annual audits for issuers with a market capitalisation above $50 billion. Issuers are also subject to anti-money laundering obligations, addressed through separate rulemaking coordinated with the Treasury Department. The timing of the OCC's final rule carries practical consequences. If the OCC finalizes its rule in November, a 120-day clock would push the law's effective date to around March 2027. If finalization slips past mid-September 2026, the January 18, 2027 statutory date becomes the controlling deadline, compressing the compliance window for issuers considerably. The OCC is not the only agency involved: the FDIC and NCUA are advancing separate but coordinated rulemakings, since each oversees different types of financial institutions. Meet the all-new L1 blockchain reshaping how you trade crypto...
A Layer 1 Built Around Trading @TxFlow_L1 is carving out a distinct position in the crowded decentralized exchange space by combining the speed of a purpose-built blockchain with the functionality of a full-featured perpetuals exchange. The project has now crossed $3 billion in total trading volume, a milestone that signals meaningful early traction. Traders can get involved now via the TxFlow platform. TxFlow launched its Layer 1 blockchain, marking the start of a multi-application on-chain finance ecosystem built around its TIP Liquidity Standards. The flagship product sitting on top of it is TxFlow DEX, a central limit order book (CLOB) decentralized exchange for perpetual trading, currently live with invitation-only access as the first application on the network. All trading activity, including order placement, cancellation, matching, and liquidation, is executed and settled fully on-chain. That is a meaningful distinction from hybrid models that rely on off-chain matching or centralised components. The platform offers fully on-chain CLOB execution with no bridging and no custody. Performance and What Comes Next The throughput numbers are notable. The platform processes over 250,000 transactions per second with one-block finality. Two core architectural decisions drive this performance: DAG-based parallel execution enables high transaction throughput by processing non-conflicting transactions simultaneously, while a multi-threaded pipeline with a state machine supports efficient transaction processing without bottlenecks. At launch, the platform includes 13 perpetual markets, as well as Protocol Vaults and User Vaults for liquidity provisioning and strategy deployment. Additional applications, referred to as "Channels," are expected to follow, reflecting a broader vision described by the team as "the blockchain where all finance happens". That vision is already taking shape: TxFlow L1 has since introduced Probly, expanding the ecosystem into real-time prediction markets. For traders looking to get involved early, @BSCNews notes that a points program may also be on the horizon, though nothing has been confirmed. Users can connect a wallet and join via the platform's official app. Sources Invezz: TxFlow L1 Mainnet Launch GlobeNewswire: TxFlow L1 Introduces Probly Decrypt: TxFlow L1 Mainnet Launch
ASX Capital Opens Two New Tokenised Properties on BNB Chain
ASX Capital Opens Two New Tokenised Properties on BNB Chain @asx_capital has launched two new tokenised US real estate properties on @BNBChain, giving investors a way to gain exposure to premium American property for as little as $1. The two new assets, identified as GAA and BVT, minted at $1.00 per token with a minimum entry of one dollar. Rather than operating on a variable pricing model, both tokens opened at par: the price is the price, whole tokens only. Once minted, the tokens trade on an order book where the price is determined by market activity. Holders are entitled to monthly yield of up to 7.3% APY, generated directly from rental income produced by the underlying buildings. Real-world asset payments involve monthly buybacks of $ASX tokens from the market, which are then distributed to NFT holders via airdrops. A Growing Market for Blockchain-Based Property Investment The launch sits within a broader trend of real estate moving on-chain. Real estate tokenization is the process through which a property and its associated cash flows are digitally represented on the blockchain as tokens. The appeal for retail participants is straightforward: real estate investments have traditionally required large amounts of capital, often available only to the ultra-rich. Tokenization has helped make it more accessible to small-scale and retail investors, allowing properties to be divided into smaller fractions. While the tokens do not grant ownership of physical assets or voting rights, they offer an accessible entry point to asset-backed blockchain opportunities within a secure and compliant legal framework. ASX Capital has worked extensively over two years with Prism Real Estate and legal advisors to create a secure and compliant legal framework for bringing US real estate opportunities to a global audience. ASX RWA NFTs tokenize real-world assets, such as promissory notes, onto the blockchain. Each NFT represents a digital interest in loans or financial instruments held by ASX. The scale of the broader market underscores the opportunity. The Deloitte Center for Financial Services predicts that $4 trillion of real estate will be tokenized by 2035, up from less than $300 billion in 2024, at a CAGR of 27%. Investors can buy the new tokens now on @BNBChain at asxapp.com/r/bscn. FASB proposed conditions under which stablecoins could be treated as cash equivalents
The Financial Accounting Standards Board (FASB) has proposed guidance outlining when companies may classify certain stablecoins as cash equivalents under generally accepted accounting principles in the United States. The draft, released on August 18, 2026, addresses a question that corporate accountants and auditors have wrestled with for years. FASB said the current uncertainty has produced what it called diversity in practice, with companies treating similar tokens in different ways. Current accounting guidance defines cash equivalents as short-term, highly liquid investments readily convertible to known amounts of cash and subject to minimal value-change risk, but it did not explicitly say whether a fiat-pegged token meets that test. Three Conditions to Qualify FASB's proposal lays out a three-part test. A stablecoin has to carry an on-demand contractual redemption right. It has to give holders a direct line to the issuer, not some secondary buyer, to swap the token for a known cash amount. And it has to be backed by one-to-one segregated reserves held in short-term, highly liquid assets. Hit all three, and a company might be able to classify the stablecoin as a cash equivalent under U.S. GAAP. Miss even one, and it does not qualify. Secondary market trading alone would not be sufficient. Reserves backed by crypto or gold would also fail the test due to valuation risk, as those assets do not meet the requirement for a known cash amount on demand. Qualifying tokens would be accounted for alongside U.S. Treasuries, commercial paper, and money market funds as cash-like assets on corporate balance sheets. What the Proposal Does and Does Not Change The FASB said the proposed Accounting Standards Update would add illustrative examples to the current definition, addressing inconsistent treatment of digital assets such as stablecoins. The definition itself would remain unchanged. FASB said the step would give investors clearer information and better align U.S. rules with international accounting standards. The proposal from @FAFNorwalk also introduces broader disclosure requirements. The draft adds a disclosure rule that reaches beyond crypto. Any company reporting cash equivalents would have to list their significant components and related amounts each year. The examples given include Treasury bills, commercial paper, stablecoins, and money market funds. FASB is accepting public comments on the proposed update until November 19. The organization will set an effective date after reviewing stakeholder feedback. The push for reform stems from input gathered during the FASB Board's 2025 agenda consultation process.
